He feels more like a toolbox card for Modern Humans (a format he wont be legal in) or Cube than a new Commander, but thats not a strike against the design

Im not fond of number ratings since the above covers it a lot better, but if I have to, a possible 4/10 in the current metagame, points gained for the synergy with Wigglytuff and Palpitoad, but points lost for being outclassed in all but a damage cap.

TIP As you must have a deck of 60 cards to take with you to battle, I highly suggest having roughly 14 energy cards in there, just so you have plenty to power up your Pokmon
