While there are plenty of substitutes that deal with artifacts and enchantments like Ancient Grudge, Wear // Tear, Nature's Claim, Vandalblast, and Kataki, War's Wage, none of these cards really do what Stony Silence does

Combo 2: Tearlaments You will normal summon Tearlaments Reinoheart and activate its effect to send Tearlaments Havnis to the GY, then activate Tearlaments Havnis effect to fusion summon Tearlaments Kilkallos, when Tearlaments Kilkallos is special summon you can activate its effect to search for a tearlaments card, this time you will get Tearlaments Scheiren but instead of adding it to your hand you will send it to the GY to activate its effect, then you activate Tearlaments Scheiren effect to fusion summon Tearlaments Rulkallos to the field
If it wasnt so new, it would likely be the best deck on this list, but that spot is reserved for the deck that has been carrying the past few formats well get there in just a minute
